Rules of the film awards

REGULATIONS Of The National Eisenstein Film Award at The St. Petersburg International Film Festival “Worldwide” (Mirovoy), 2020 - 2021 

The National Eisenstein Film Award (hereinafter referred to as The Award) aims to develop Russian debut cinema, to support national film production, to promote auteur cinema among Russian and international audience and to create innovative commercially viable auteur movies.

The following rules for the procedure shall be in force in 2020:

1. General Provisions

1.1 The Award is a professional film prize awarded to debuting directors for making in 2020-2023 their second or third feature film that is at any production stage.

1.2 The amount of the Award is up to 1,000,000 (up to one million) rubles, which can only be spent on the production of a full-length feature film.

1.3 The Award shall be given once every two years by voting of the Expert Council members as well as basing on the results of the open project presentation before the jury of the St. Petersburg Mirovoy International Film Festival (hereinafter referred to as The Festival).

1.4 Film projects made by Russian debuting directors who have previously made one or two full-length feature films that were awarded with Russian or international prizes and publicly screened on the territory of the Russian Federation after January 1, 2015, may be submitted for the Award.

1.5 In order to inform all the concerned parties, on December 01, 2019 the Festival Directorate began posting information concerning the Award procedure on the Festival website in the Internet.

2. The Expert Council

2.1 For selecting films, the Directorate of the Festival forms the Expert Council, which consists of top directors, scriptwriters, producers, film critics and other film experts.

2.2 The Expert Council makes a short list of 5 (five) film projects recommended for the Award open project presentation.

2.3. A short list of the projects must be formed by the Expert Council by June 01, 2021.

3. The Competition Procedure

3.1. The Award competition shall be held in two rounds.

3.2. The first round is the voting of the Expert Council members.

3.2.1. Having considered the submitted projects and the attached materials, the Expert Council members rate each project from 1 to 10 points.

The project selection criteria are:

  • relevance of the plot;
  • artistic merit of the project;
  • the presence of creative exploration or experimental approaches.

3.2.2. The votes of the first round shall be calculated by the Directorate of the Festival and registered in a protocol.

3.2.3. Five projects with the highest number of points shall be declared winners of the first round and go forward to the second round of the Award competition. The list of winners can be expanded with films with the highest, yet equal number of points.

3.2.4. The short list of winners and the date of the open project presentation are available at the Festival website in the Internet.

3.3. The second round is the open project presentation before the Expert Council of the Festival. Projects that are included in the short list of the first round are allowed to participate in the open project presentation.

3.3.1. The second round of voting shall end no later than two days prior to the day of the Award ceremony of the Festival.

3.3.2. To participate in the open project competition, a presentation and a film trailer are necessary. These should contain information about the project concept, its commercial prospects, dream casting, the current stage of film production, and, if available, the sources of funding.

3.3.3. In the second round the project must be presented by the director. If desired, the director can bring along other crew members such as the scriptwriter, the producer or the actor/ actresses.

3.3.4. The presentation of the project should take the director no more than five-seven minutes.

3.3.5. Basing on the results of the project presentation in the second round, each member of the Expert Council rates each project from 1 to 10 points.

3.3.6. The votes of the second round shall be calculated by the Directorate of the Festival and registered in a protocol. The project with the highest number of points shall be declared winner of the second round.

3.3.7. Basing on the results of the competition, the Festival Directorate seals the name of the winning film and the name of the winning director in an envelope. The sealed envelope shall be kept by the General Producer of the Festival until the day of the Award ceremony.

3.3.8. The winning project shall be announced at the Award Ceremony of the St. Petersburg International Film Festival “Worldwide” (Mirovoy), where a money certificate for up to 1,000,000 (up to one million) rubles shall also be awarded.

4. Requirements for participants

4.1. Film projects made by Russian debuting directors who have previously made one or two full-length feature films that were awarded with Russian or international prizes and publicly screened on the territory of the Russian Federation in 2020-2023 are allowed to participate in the е competition.

4.2. To participate in the competition, a debuting director must submit a properly filled electronic application form (LINK TO THE APPLICATION FORM!), provide a link to his/her previous films as well as the presentation of the future project. Applications can be submitted from December 01, 2019 to May 01, 2021.

5. Invitation Procedure

The directors of the projects included in the short list in the first round are invited to take part in the open project presentation. This means that the transportation costs (air or railway tickets of a class not higher than economic) and hotel accommodation for one representative of the project for 2 days shall be covered by the Festival Directorate. The invitation to the competition shall be sent to the email address indicated in the application.

Additional accommodation of one more representative of the project is possible, provided that the additional participant covers his/her transport and accommodation costs by himself/herself.
